2027 Calls for Proposals – CIEDS & CIMO: Harness your research for defence innovation!
Addressing defence and security technology needs
Established in March 2021, CIEDS aims to promote research and innovation projects, as well as training initiatives, within IP Paris, for the benefit of the French Ministry for the Armed Forces and in partnership with the defence industry.
Inaugurated in January 2025, CIMO brings together research teams from Institut Polytechnique de Paris and Ifremer, with a focus on addressing the major maritime challenges of our time, both military and civilian.
CIEDS and CIMO receive strong support from the French Ministry for the Armed Forces and Veterans and the Defence Innovation Agency.
CIEDS Missions
- Target scientific and technological capabilities that are not accessible to the armed forces and offer significant added value in operations
- Conduct cutting-edge scientific research projects at relevant TRLs, aimed at defence and security applications
- Make technologies rapidly accessible to companies, and support their scaling up towards a pre-industrialisation phase
- Develop greater awareness of defence-related challenges
- Foster exchanges between researchers, students, industry and defence personnel.
CIMO Missions
- Promote IP Paris’s scientific expertise through maritime applications
- Develop partnerships with leading maritime research institutes
- Conduct ambitious and interdisciplinary scientific research projects
CIMO is notably working to develop new naval systems and optimise collaboration between different naval systems.
The calls for proposals opening on 15 September (CIEDS – Wave 7, 2027 projects; CIMO – Wave 3, 2027 projects) form part of this framework and are open to permanent research staff at IP Paris laboratories, either individually or in collaboration with academic or industrial partners.
The calls for proposals fund projects originating from IP Paris laboratories. Any third-party partners involved do not receive direct funding from CIEDS or CIMO (except for Ifremer under CIMO, as part of a collaboration with one of the IP Paris laboratories).

Throughout the selection process, project leaders receive support from the CIEDS team and their technology transfer office.
During phase 2, shortlisted projects are further developed in consultation with one of the 14 Innovation Officers from the Defence Innovation Agency, all scientific experts in their respective fields, as well as with their CIEDS or CIMO contact. This approach aims to validate one of the AID's thematic priorities, as well as potential defence applications.
A presentation session for these calls for proposals is scheduled for 24 September 2026, from 1 pm to 2 pm. Registration is required via the form accessible through the button below, specifying the following subject: “2027 Calls for Proposals: registration for the 24 September session”.
This session will provide an opportunity to address many key aspects of these calls for proposals : the timetable and project selection process; the scientific and technological scope; consideration of the defence context; project scope and scale; dialogue with the Defence Innovation Agency and CIEDS or CIMO; and academic or industrial partners.
Timeline

- List of projects shortlisted by the Defence Innovation Agency.
- Start of phase 2: full proposal drafting and dialogue with the Defence Innovation Agency Innovation Officer and the CIEDS or CIMO contact
- End of February 2027 : finalisation of the proposal in consultation with the CIEDS or CIMO contact
- Early April 2027 : announcement of the 2027 CIEDS and CIMO successful projects
- October 2027 : start of the successful CIEDS Wave 7 and CIMO Wave 3 projects
